When a job is first submitted, the jobmanager does an immediate poll. However,
on restarts, it waits 30 seconds (the normal poll frequency) before it first
polls the job. If the job is already complete, this slows down stage out,
cleanup, etc.

This issues appears to have returned in Globus 3.9.3.
