if --with-db is used? The problem is that the development files (e.g. header
files) are separated from the libs in most linux distributions. If one
has installed the libs only then a --with-db has no effect. 
My feeling is that the configure script should raise an error
if the accounting support cannot be compiled (and not silently
discard it)."
