To avoid problems with GRAM when using it as a GridGateWay. This is needed to
upgrade GridWay version in the GridGateWay without restart the Globus
container. Also, it should be possible to restart GridWay daemon with the clean
flag (-c) but to continue job id sequence from the last used, even in the jobs
are not going to be recover.
