Campaign: Move persistence information to its own subdirectory

Objective:
Store persistence information to its own "$GL/var/workspace_service"
subdirectory 

Benefits:
This keeps GLOBUS_LOCATION organized and allows an admin to more easily
reset/backup the information.

Implementation details/tasks:
1) Adjust database path targets
2) Adjust accounting file path targets
3) Add ant tasks to easily reset/remove specific databases and files, as well
as all of them.
