Campaign: Add functionality for late network binding to client and service

Objective:
Support backends that are late binding (applies to alternative, local/remote
network selection modules as well).

Benefits:
Allows the service to accomodate VM backends that a) provide networking
allocations themselves and b) don't provide this information until the VM is
started

Implementation details/tasks:
1. Modify logistics RP generation to support pending networking information
2. Modify service to update networking information at any time
3. Modify reference client to notice if networking information is pending after
the original deployment, and if so a) re-query the logistics RP upon
notification of the started state and b) print this information
