- Include ordering needs to be changed for AIX platform (at least). The globus
headers need to be moved ahead of the system headers.

- May need to look at C vs. C++ style comments, if any remain in the server
code.

Includes reordered. No C++ style comments found.

Fix committed to trunk and globus_4_0_branch.
