We should have a section in each of the guides: admin, user, developer for how
GRAM4 handles recovery/restart of submitted jobs.

User guide: Describe what a client can expect and should do in the event of a
crash of either the client host or the service host.

Admin guide: Describe where the persistence data is stored and how to remove it
in case a "clean" restart is desired.

Dev guide: Describe how when and where persistence data is stored.  Describe
how the SEG is restarted from a marker in order to not miss events.

Doing some bugzilla cleanup...  Resolving old GRAM3 and GRAM4 issues that are
no longer relevant since we've moved on to GRAM5.  Also, we're now tracking
issue in jira.  Any new issues should be added here:
