Supporting multiple VM partitions has many benefits: for layering the
preparation/maintenance concerns (VO admin separation etc.), for making
security/validation more manageable, and for caching frequently used
partitions, helping reduce both WAN transfer times and propagation times.

Multiple partitions are supported in TP1.2.3.  Only blankspace partitions and
pre-propagated partitions (manually cached) are supported, i.e., only one
partition is currently propagate-able, this will change in future releases.
