While following the directions at
http://www.globus.org/toolkit/docs/4.0/setup_usage_receiver.html I found that I
needed to install two packages not listed in the documentation.  I am doing my
install with only the WS Java Core rather than a fullblown GT4 install which
may be part of the issue.  The packages missing were commons-pool and
commons-dbcp.

Jon, the instructions for building the Metrics code are located at
http://incubator.globus.org/metrics/, if you click the "How to Build the Code"
link under "Code and Documentation".  I'm not sure where the page you were
using came from.  Could you let us know where you found the reference to it?
