The multijob service usually copies any global elements into each subjob
description if the subjob description does not already contain it. Unless the
user explicitly indicates that a subjob should have a delegated credential, it
shouldn't get one.

Fixed in HEAD, globus_4_0_branch, and globus_4_0_community branches.
