There are a number of test suites that are relied on to verify that GRAM is
functioning and performing 
satisfactorily.  These tests include unit tests, integration tests and
performance tests.  These tests must 
continue to be improved and kept up to date as GRAM evolves.

Added a dependency to 4751.  It is an effort to produce a comprehensive GRAM
testing for both GRAM2 and GRAM4.  This is valuable to understand and compare
performance for the 2 services.

Doing some bugzilla cleanup...  Resolving old GRAM3 and GRAM4 issues that are
no longer relevant since we've moved on to GRAM5.  Also, we're now tracking
issue in jira.  Any new issues should be added here:
