Misconfigured RFT has a messy entry in WebMDS

When RFT can't talk to its database, WebMDS shows it like:
Unknown 126.96.36.199 Aggregator entry with no content from https://188.8.131.52:8443/wsrf/
That's not really WebMDS's fault, since RFT is throwing an exception during the query. However, when
Ravi fixes bug 3925, it would be nice to detect his exceptional result on TotalBytesTransferred and put a
note in WebMDS saying "This RFT can't talk to its database" or "is misconfigured" or something like that.
With the fix to bug 3925, this is no longer an issue.
