There needs to be a -release option alongside -submit, -monitor, -kill, etc...
that releases a hold on a batch job.

This is an interface change so I'm moving this over to 4.2 plans.

I committed an implementation of -release to trunk today. It seems like holds
are currently a bit broken in the service end in the trunk, but verified that
Pending-Hold states could be woken up on a 4.0.x server from the command line.
