In our testing, we were using a modified globus-url-copy that delegated a full
proxy, rather than a limited proxy.  SRB will not accept the limited proxy.  We
have an SRB account, but are waiting for the certificate to continue testing.

srb has a lesser know means of authenticating that does not require delegation
so i do not need to modify and gridftp libraries to solve this.  However, we
still should have an option in our gridftp libraries allowing a user to choose
NOT to delegate.  I don't think there is any rush on this but it should be
considered.
