The job description scenario that introduces staging should comment about the
need for the -S option 
to globusrun-ws if they want to automatically do staging.  Otherwise they will
need to delegate creds 
and use appropriate arguments to globusrun-ws to read the cred EPR files.

I added a simple reference to the updated "Delegating credentials" section
(3.5)
in the user guide and a subclause to the first sentence of section 3.7 that
indicates credentials are needed in addition to the staging directives.
