In the wsrf scheduler test, test cases 208 and 218 assume that files or
directories will be present that aren't part of the test or any package.

Those tests should be rewritten to create the files and directories they need.

I committed updates to the wsrf scheduler test package to fix these bugs to the
gt4 branch.
