While testing recoverability with a new recoverability tester application, it
is
apparent that aat least a good number of staging jobs are not recovering
properly after a container crash.  This absolutely must be fixed by 4.0.1.

Fixes for ws-gram and ws-transfer in gram_recoverability_tester_branch.
