I we should have some doc in the developer guide about how to use the delegated
credential enpoint elements in a job description.  I think this is important and
complex enough that we need some good examples on how each is used.

I rearranged section 3.5 in the user guide to be a general overview of
delegation from the user's perspective (not just how to obtain pre-delegated
credentials).  In this I included a brief description of the three different
types of delegated credentials and what they are used for with pointers to the
schema doc.

I like this much better than a dev guide section because it's in the same guide
as the schema and command-line tool sections.  I'm going to consider this
sufficient to satisfy this bug.
