are expiring because they haven't received a renewal request in time, since 
the server is busy. We are a bit hosed on this test because of that, but the 
scalability testing is definitely worth it, so I happy too if we let run. We

This bug is pretty old and needs to be reviewed.  I guess the most appropriate 
thing is to try to recreate this behavior on 4.0.1.

I can recreate this behavior at this time.  If it can be duplicated on a
4.0.4/4.0.3 setup we can reopen.

What I meant to say was that I *cannot* recreate this behavior at this time.
