Batch providers need to specify a namespace, as shown below, in order for the 
queue information to deserialise properly in the GLUEResourceProperty

I've made the changes I think necessary and committed them. Fork works, but I 
have not tried them against the other schedulers.

this has been done for some time in condor/pbs/fork, but never noted.
