This only happens if X509_USER_CERT and X509_USER_KEY aren't defined in 
the environment. I thought that it would search the standard locations 
for certs and proxies without defining environment variables though?

Closing this, as we're not working on C GSI on Windows, just java.  Univa's
release plans for windows C GSI are unclear, but don't involve funding/effort
from us.
