When running the pre-ws JM test suite in GT 3.2 beta testing, job fail when 
using RSL attribute (executable = $(GLOBUS_LOCATION)/bin/globus-sh-exec).  It 
could be a quoting problem.  Needs investigation.

Removing milestone 4.0.  Not a high priority problem.  Will not be dealt with
til after 4.0.
