Condor jobs fail when running globus-sh-exec job

When running the pre-ws JM test suite in GT 3.2 beta testing, job fail when
using RSL attribute (executable = $(GLOBUS_LOCATION)/bin/globus-sh-exec). It
could be a quoting problem. Needs investigation.

failed condor tests:
(arguments="%s %s %s %s\n" string with some \\backslashes)
(library_path = $(GLOBUS_LOCATION)/lib)
globus-sh-exec w/ quoted strings
string with $
string with back-ticks
bad directory test returns job execution failed
non existing executable test returns job execution failed
invalid permissions test hangs
stdin not found test fails with job execution failed
Removing milestone 4.0. Not a high priority problem. Will not be dealt with
til after 4.0.
This bug is two years old. If it's still an issue, feel free to reopen it.
