European patch to der_chop (openssl)

I'm going through the various non-official patches to Globus that circulate in Europe, and I found this one which may be considered dumb and useless (change /usr/local/bin/perl to /usr/bin/perl on the top line in openssl/appl/der_chop). I don't know of anyone or anything that uses der_chop, but its mere existence creates a dependency on /usr/local/bin/perl when packaging globus as an rpm, resulting in warnings and errors. Despite it looking stupid and despite the fact that it is really an openssl bug, I think it would be good to apply the change. The fewer patches we have circulating from "middleware middlemen" such as VDT, EDG and Nordugrid, the better. Is it worth the effort to make the change and produce an update package? /Olle
