Implement command-line tool gridshib-proxy-init, essentially a wrapper around
gridshib-saml-issuer that is compatible with grid-proxy-init.  Not all the
command-line options of grid-proxy-init are supported by GridShib SAML Tools,
but enough of them are so that gridshib-proxy-init might be useful.
