Description From 2008-03-24 14:55:18
When a connection to a gridftp server fails for either a TCP error or a
authorization error, RFT is immediately trying the connection again.  This
results in over stressing the container (as well as the GridFTP host machine in
question) as it retains more threads than needed and utilizes way to much CPU
time.

Further, this results in premature 'failures'.  When a user specifies a retry
count of X, there is an expectation that it will be tried overtime.  In the
4.0.6 implementation it will go through a very high retry count (10k+)
seemingly immediately.

RFT should delay before trying the host in question again.
