Attaching prototype code that can be integrated with the Delegation service
(subject to vote on deleg-dev list).

Source code tree: currently uses a Univa namespace, will change that to Globus
of course. Also, please note it's still work in progress.

The schema directory in the attachment is empty. Can you upload an attachment
with that ? I haven't looked at the code in detail, but the code definitely
should migrate to using core timer pool (as your comment indicates).

BTW, the attachment is a tar and not gzip.
