In Pre-WS GRAM an variable named "SCRATCH_DIRECTORY" was added to the list of
environemnt variables passed to the job process. WS-GRAM doesn't do this causing
problems for users who expected this in Pre-WS GRAM. This is a trivial change
and should be done ASAP to allow OSG testing to continue.
