I'm using default proxy credentials. With an expired proxy I started the 
container with -nosec. Then did grid-proxy-init, and executed:

bin\globus-stop-container.bat -m msg -s 
http://192.168.1.103:8080/wsrf/services/ShutdownService

And I got an error:

Error: org.globus.wsrf.security.authorization.AuthorizationDeniedException: "[/D
C=org/DC=doegrids/OU=People/CN=Jaroslaw Gawor 837111]" is not authorized to use
operation: shutdown on this service
